About HOPE Animal Foundation
HOPE Animal Foundation (Halt Overpopulation with Prevention and Education) is a 501(c)(3) nonprofit low-cost veterinary clinic located at 5490 W Spruce Ave, Fresno, California. Founded in 1999, HOPE has performed over 300,000 spay and neuter surgeries for dogs and cats across Central California. The organization serves residents of Fresno, Clovis, and Madera with affordable veterinary services regardless of income. HOPE is a Best Friends Animal Society Network partner and holds a 3-star rating from Charity Navigator with an 86% overall score and a 92.2% program expense ratio — meaning 92 cents of every dollar goes directly to animal care.
Our History
HOPE Animal Foundation was established in 1999 in Fresno, California with a single goal: to reduce the number of unwanted animals in Central California through accessible, affordable spay and neuter services. At the time, low-cost veterinary options in the region were scarce, leaving many pet owners without a viable path to preventive care.
Over the following years, HOPE grew from a small spay/neuter program into a full-service low-cost veterinary clinic. In 2006, the organization completed construction of its permanent clinic facility at 5490 W Spruce Ave in Fresno, providing a dedicated space for surgeries, vaccinations, wellness exams, and diagnostics. Since opening, HOPE has performed over 300,000 spay and neuter surgeries — a milestone that represents tens of thousands of animals that never contributed to the overpopulation crisis in Central California.
Today, HOPE operates Monday through Thursday and serves thousands of pet owners each year who could not otherwise afford veterinary care. The clinic’s services are priced at least 50% below those of traditional animal hospitals and are open to all income levels.
Our Mission
HOPE Animal Foundation’s mission is to help control the unwanted pet population in Central California through spaying, neutering, and education. The organization’s guiding principle — “Every Pet Deserves a Vet” — reflects a belief that access to basic veterinary care should not be determined by a pet owner’s financial situation.
HOPE’s work addresses the root cause of animal overpopulation by making spay and neuter surgery accessible and affordable. The organization also provides community education about responsible pet ownership, the importance of sterilization, and the Trap-Neuter-Return (TNR) method for managing feral cat populations.
